Arbitration on the SMBus is possible due to the open drain configuration of the drivers. If the output is to be a logic 1 then the output of the drivers are tri-stated and the external pull-up resistor determines the logic level. If the output is to be a logic 0 then the output is driven to 0V. Therefore when the output is high, any driver on the bus can pull the output low. If two masters start transmitting at the same time and one drives a logic 0 while the other drives a logic 1, the device that drives the bus low will win arbitration.
